Respectfully, what 'methods' did you use to 'unlock'? Are you simply using charm or pure renumeration to entice/ tempt? I think the key word here is 'entice'. The 'unlock' here applies to the limited service group.

This does not apply to the Full Service group as everybody has access to the service. There is no requirement to entice. you get what you pay, straightforward.
