If you're willing to spend $220, the solution is to buy a new cheap phone ($160) and a "taikong" card ($60), and register a new wechat account. If you use your existing phone or your current number, your attempt to register a new wechat account will be unsuccessful. There must be zero link whatsoever to the phone/email/number that was blocked.
